A star is not a fine, it is a permission slip. Police can arrest you, and — the expensive part — they can get a warrant and take everything in your apartment. Successfully escaping pursuit awards the Clean Getaway badge, which 3.1 million players hold, so evasion clearly works often enough to be worth attempting.

Because heat rises per delivery and falls with time, it punishes tempo rather than volume. The pattern that beats it is a burst of shipments followed by a cooldown spent somewhere else — at the apartment with the printers, which need no attention and generate no heat at all.

Why the two meters matter differently

Wanted stars

Maximum exposure: your whole printer build, up to $1,000,000. Avoidable entirely by crossing legally and not carrying a weapon near agents.

Farm heat

Maximum exposure: one crop. Unavoidable if you farm at all, because deliveries are the only way to get paid — the goal is managing it, not avoiding it.

That difference is why every money page on this site says the same thing: keep your record clean, run the farm at a pace, and the only meter you ever really fight is the one whose worst outcome costs you an hour.
