Counts are Roblox badge award totals for universe 9855761734, pulled 2026-08-30. Share is against the 31,534,015 awards of the join badge, which is the closest thing the game has to a unique-player count.

What actually ranks you up

The game does not publish a rank table, but its badge list tells you what the systems reward. Border Patrol has a badge for processing 25 civilians through the line, which makes throughput at the checkpoint the Border Patrol progression loop rather than arrests. Police has one for killing or arresting a wanted criminal. Both are entry-level milestones on paths that end at the ceilings above.

Experience is also purchasable — creator footage from August 2026 shows XP sold in blocks in the Robux store, 5,000 at a time. That is worth knowing before you read too much into someone's rank.

The civilian side has no rank

Civilians progress in cash and property, not titles. The equivalent milestones are the wealth badges — $10,000, $100,000 and Millionaire at $1,000,000, the last of which only 0.82% of players have — plus the criminal chain that runs from a first sale through to a five-star wanted level. There is one exception worth flagging because players search for it: the game has a maximum citizen rank that Russian-language searches in particular ask about. We have not found a source that shows what the civilian ceiling grants, so it is not documented here yet rather than guessed at.
